P0440 Evap Code... Charcoal Canister?

Hey guys, I have the dreaded P0440 code on my 97. I pulled the filler neck and coated it/ sealed it. Oem gas cap. I got pressure with the car sitting in the sun not running when I popped the gas cap. Run the car for 10min or so and no pressure built up.

I pulled my charcoal canister and black pellets fell out, normal or bad canister?

Any ideas on why I'm not building pressure when driving it? Soilnoid bad?

yes, the next item to test is the purge solenoid located on the back of the intake manifold. for vacuum.

but i must ask, why would you expect pressure to build up in ten mins when there is a vacuum applied to the tank?

I'm just used to filling up gas at the station, popping the cap to hear it relieve pressure on my other Subaurs I have owned. I checked all the solenoids with 12v, they all clicked. The sensor next to the canister, the one on the strut tower, and the last on the intake manifold next to the EGR valve.
