2003 legacy L suspension recommendations

I've got a 03 legacy L that I'm looking to lower but after looking at the sticky of what suspension works for this year, I'm completely confused. So can anyone tell me what year Subaru will work with my year. Please let me know any and all needed changes that need to be made (ie top hats).

get h&r lowering springs for your year model 00-04 BE/BH and replace your stock ones, that is the most common suspension mod on any legacy.

Any recommendations on shocks?

i personally bought sensen el-cheapo shocks on ebay for 150 a set, they seems to be alright for a daily driver and cost half of KYBs that most people recommend.

Do I need different top hats for the rears?

i never used h&r but iirc you'll need new front upper spring perches not top hats(strut mounts), rear should be able to use your parts
