what is this?

Recently did a little swap, and I can't figure this wire goes, its wrapped in tape (or whatever protective covering ) with the cam sensor wire. Don't know what it is and not sure where it goes. May someone please tell me where it goes.

It's definitely a ground wire undone. Likely it was disconnected and then someone forgot to reconnect it. Pick a threaded hole on the block, grab a good bolt, and screw it back in. Problem solved.
