When I bought my 2013 Legacy. It did not come with the OEM fog lights so I have order the fog light kit from Subaru. Once I get some spare time I'm going to tackle it and this way I will make it into a DIY thread.
For now here are the part numbers

I look forward to this. It will be good to get some newer Subaru DIYs in here, and people rarely do OEM. Plus, I've never seen a 5th gen Legacy with foglights installed, I don't know if Subaru made them standard on any package.
Also, I edited your title for clarity.

It was an options on the 5th Gen.
I got both fog lights in. The only thing left is to get power to the fog lights by adding the switch and relay. I may wrap it tomorrow or so.
Here is the Fog lights installation.
First remove the plastic housing cover by prying it starting from the far outside (closer to the fender) and work your way in to the middle of the bumper with the smallest flat head screw driver. Taking your time do not force it since it's held by plastic tabs.

Once you remove the housing cover you will see this plug. Remove the green tape that way you can get more slack of wire.

Install the (2) screw clips the smaller hole goes on the outside facing outward and the larger hole goes on the inside facing the engine bay.

The plug that you removed the green tape to give it more slack. Move the plug to the other opening hole closer to the fender.

The plug goes into the fog light H16 bulb.

This took me awhile there is only one way to get the fog light in. The key is to make sure the bulb adjustor is facing upwards.

Once you get the fog lights completely inside the bumper twist the fog light around so the bulb adjustor is facing to the bottom. Then the outer tabs slide into the groove slots. The inner tabs goes behind the screw metal clips.

Take this screw and screw it in by hand from the back side into those metal clips then coming out. If you need more room you can remove some of those under cove fasteners clips that you can get access from under the bumper. I did not go that route and save me a little bit of time.

Use the shortest fillip screw driver to tighten the screws.

Now you got the fog lights mounted in place. It's time to get the new plastic housing cover in place. Remember it's label LH for Left side and RH for Right side.

The housing cover is held with plastic tabs. Start with the one closer to the fender first. then snap the tabs in gently working your way from closer to the fender and work your way to the middle of the bumper .

Do the same for the other side.

Here is the switch and relay installation.
You can disconnect the negative on the battery if you feel safe. I did not remove the negative on the car battery because I did not want to set up the blue tooth, pre-set my radio station, etc.
Remove the fuse cover

Remove the plastic cover on the side. There held in plastic clips. The best way is to put your hands from the inside of the opening of the fuse cover and push on the cover outwards.

Then remove the (2) black screws

Then you can pop out part of the under dash. It's held in with plastic clips.

The switch is held in with plastic clips you have to push down on them with a flat head screw driver. Then you can push on the mirror switch while holding the under dash.

This is why I said you need to push the switch inside to release it. If you notice the way how the switch is design you can't pull it straight out.

Remove the wire harness from the switch. It's a little tricky it took me awhile to figure it out. It's held in with a plastic bracket.

The harness you remove. You can plug that same harness into the new switch.

Put the new switch back into the original old switch location.

You can now snap the under dash plastic cover back Once you get it back in. Then you can put the (2) black screws back on the side.

You can put the fuse cover back and the black cover on the side.

Your pretty much all done the only thing left is put the relay in the fuse box inside the engine bay. It tells you the location under the fuse cover lid.

You will find a empty slot right here for the new fog light relay.

So... here is a wild question. Why is the fog switch in the box clearly marked "Mirror"? heh.. I figured it was going to the left of that, but I guess not.

The fog light and mirror is togather as one unit. The mirror switch wire harness share the harness for the fog light. I'm surprise it came already pre-wire.

Oh, I understand that is how it is supposed to go, but I question Subaru's reasons for putting the fog switch inside the "mirror" box. :)

Yeah, it's a weird aesthetic thing, but if they didn't really leave another blank switch spot...
It was an options on the 5th Gen.
Oh, I know, just in previous models foglights were almost always standard equipment on some trim level or another, I was more expressing surprise that they weren't thrown in on the Premium or Limited trims and you had to pay another $XXX for them.
