twin turbo

could someone explain why the twin turbo doesnt work on usdm cars? and if that doesnt work why would the ej2.0T work if they are both jdm engines? by work i mean fit into and function in a usdm legacy.

the second turbo wants to be where the steering column is on a LHD car.
