So I just picked up a 98 legacy wagon. It has a 02/03 wrx steering wheel in it. It seems that when the previous owner did the swap they didn't use/have the plug that goes from the wheel to the car for the horn. I need to know what kind of plug I need, please and thank you :-)

I don't think that's the horn, it's usually just one wire/ground. That plug almost looks like cruise control stalk.

Where does the ground wire come off of on the steering wheel?

Green wire should be grounded for horn I believe

The horn wire is on that connector, and typically loops out of the cruise stalk. I would say that you need a cruise stalk from a 98/99 legacy and bolt it into the wheel somewhere.
If you dont want to do that sort of mod, you could just figure out which of the three clockspring wires controls the horn, and splice in a quick disconnect to the horn frame. Just ground each of the wires to the center bolt, until the horn goes off. Temporarily grounding the other wires will not damage anything.

Again it's the green wire, might be green/red. It's the bottom wire in the pic on the plug. You can kinda see where it loops and connects to the steering wheel/should be a little tab for the wire end. It's just a ground to complete the circuit. Cut that wire and touch it to ground to test for your horn if you don't want a harness
