I refuse to put "touch up" paint over it, I know it looks like ass.. but it looks like ass as it is, so I want to do something about it.

Have it professionally sanded and painted.

diy with a palm sander, primer and a trip to your local Sherwin William's auto paint store. Should take you the better part of an afternoon (longest time is waiting on paint to dry) No, it won't be "perfect" but it won't be that noticeable either. All it takes is patience and courage, and about $20 in supplies.

Should I just sand down right where the scratch is or the scratch and more of the area around it?

scratch and area around it, make it as smooth as possible. Clean, primer, let dry, clean, dry, paint (light coats) dry, drive.

but wont you just see a nice clean white spot on the bumper surrounded by the 11 year old dingy white paint?

Probably.

You could do the entire bumper instead.

Really, there's no good choice.

Don't hit crap with your car is the only foolproof thing (or let people or things hit your car in other cases) :-?

Proably, especially if you use the "correct" (by the part numbers) paint. Now, if you have an airbrush, that'd be the way I'd paint it. I'd check with the local auto body supply shop and see if they can color match paint for you. If so, you should be able to do an almost un-noticeable job if you take your time.

Google can likely find some good articles for you to read before you get started.

Ghetto-fade it in. Mask off a larger area and give it a "dusting" of paint to help blend it in. That way there isn't a stark line between the new and old.
