When the car is cold and warms up the heater gives 21 Celsius , warm air , then when the car is at normal operating temperature, it is cold unless I raise the control to 32 celcius , what is wrong ?heater temperature sensor ?

Check the little tube that goes from the AC control unit to the little vent on the bottom right corner is in place.

If this is not in place, the AC unit senses the temp radiating from the DIN radio underneath.. and it'll think the cabin is hot already.

Why don't you look?

I'm sure you'll find a matching spigot on the AC plastics somewhere about 4-6" behind the AC control panel.
