well, when i flip them down, instead of blinding you, it takes a second, then the turn on, but they are extremely dim, i wonder if there is a short somewhere?

I've never seen this before. There could very well be a short. I'd check the actual hinges first since this would be an obvious spot for a frey or crimp to occur. Should bare wire be exposed it would be able to ground in that area. With the mirror flap open, try and move the visor up and down and see if that changes the way the lights behave.

well, the only reason i think that's not it is because they both started doing it at the same time, identically.
