Does anyone know if the JDM 2.5 (EJ25DE ) non turbo put out the same power as the us spec?

Yep. Theyre the same, only you'd probably get a little more out of it, because you'd need at least an air/fuel tune to get it to run on US octane gas.

So if I were to do an NA build, the jap 2.5 block would be best to use over the us 2.5?

no, an air/fuel tune on your car would have the same effect. best bet would be to rebuild the block you have.
