need help! vacuum line?

my ej22t 91 legacy is having problems. I think the vacuum line is broken, when driving I put my foot to the floor and nothing happens, I mean the rpms dont move. Then I let off and the motor gets some air and can move the rpms up a little. Also the Idle control valve is broken so my idle goes up to 3000 when in park. What is more important to fix and is it something I can do myself (im not a good mechanic). what will i be looking at pricewise. Thanks for all your help and I have searched this already

I can really say off hand. for information would be helpful. But where i would start is with the idle air control if you KNOW its bad. A broken vaccum line will give the un metered air into your engine allowing a high idle.
