is there a governer switch on a 98' lgt? or do they just stop pulling at 115mph?

dunno. i burried my speedo past the 120 and the rpm's just wouldn't go anymore. so that's sounds about right about the pulling.

No, there's no governor, but there is fuel cut. You are reaching the limits of the engine (not to mention the tires, suspension, brakes!) at 120+ mph.

Do you mean fuel cut at the rev-limiter or a speed related limiter? I have not gone towards the upper limit before in this car but from experience there are two very different feelings, either just running out of steam or hitting either a rev-limiter or a speed limiter. I hear some cars now have a softer speed limiter but I do not think the Legacy is one of them.
When you hit a speed limiter it feels like something just hit the brakes or you broke something, it is not too pleasant.

From my experience it seems like it can still go, but it just doesn't have it in it. I notice with a Chevy blazer it has some cut off at 100mph. Which is very noticeable. I think the Legacy can go some more.

Legacy can definitely go higher, but you have to raise the rev limit in the ECU. There's a local RS that has had the ECU hacked to raise the redline to 7200 I believe.
The other restriction is obviously your gearing. Longer gears will allow a greater top speed.

Both actually. There is a rev limiter, for sure, at the appropriate redline (depends on the Legacy in question).
But there is also a speed limiter, at least on 5MT cars (since the ECU really doesn't know what gear you're in, it wouldn't be a rev limiter). On some EJ22s it's 112mph. I don't know what the EJ25 would be. Might be the same.
I've heard it's a really nasty cut as well...sorta like getting high rpms in first gear and completely letting off the throttle (suddenly).

On the 5 speed or the 4EAT? My auto cut me off at around 110, but I still had 3k to go...

I was talking 5spd. Although w/ speedometer inaccuracies, it could very well have been the same setting.

My auto cut me off at 110 on the nose, I was running around 4250RPM. Past a certain point, the horsepower of the engine is negated by the wind resistance on the body, but I'd say Subaru put in the top-speed governor to maintain the longevity of the engine and powertrain.

I'd say they probably put the speed limiter in at the speed rating of the OE tires.

Ive buried my speedo past 120 all stock, auto, and 182k miles on my 98 GT...no speed limiter here

94mph, actually.
i hit it many times. i really didn't like that it would hit fuel cut at only 94, make driving through raleigh and such kinda scary.
and i've hit 115 and it was pulling strong still.
i would say i'd try again, but um, i don't need another speeding ticket.
