AFAIK, it's actually part of the whole bumper.

At least, mine appears to be.

Mine does not have a "lip", but it does have a small part that justs out a bit. Look at Stanz's picture there, I have the same bumper, but that is body-colored on mine.

this may or may not make you more depressed... there is a JDM lip that fits on the "L" bumpers...

Hmm, I think that became standard on the 96's, my LSi never had one of those.
