Well my car goes into RalliTek tomorrow morning for its suspension refresh. I had originally planned for the following, but one of the techs there, David also mentioned:
Original plan:
Eibach springs w/ rear camber kit.
KYB GR-2
STi engine mounts
Whiteline Steering rack bushings
All amounting to an estimated $1200
What David said:
Impreza Tanabe (didn't ask which model) coilovers for $1000 installed.
+ Whiteline steering rack bushings
& possibly a rear sway bar for a total of maybe $1300.
P.S. I started worrying today that the engine mounts are going to send a ton of vibration through the steering wheel & shifter... thoughts?

You're basically trading off a few things there.
You're going to get NVH no matter what - either from the engine mounts, or the coilovers.
Did he give any specifics on the coils?
The Eibach setup won't be adjustable, and will be pretty firm. The Tanabes could be really good, or incredibly stiff.
It depends on what your goals are, maybe you could do the Eibach route and substitute the swaybar for the engine mounts.

He didn't give up many specifics on the Tanabe kit, but mentioned he had installed a set on a first gen. Legacy Turbo that he said rode very very nicely. I think he was in favor of the Tanabe kit.
My car has almost 170k on the stock suspension set-up. I'm looking what would be the best for daily use, commuting, speed bumps, I'll maybe get out to a couple SCCA solo events this year. I definetely want to go lower, and dont mind a stiffer ride, but am not looking for something harsh.
Ultimately, I'd like to have more control and precision in most driving envioronments.

I'd talk about spring rates on the Tanabe before going that road, but that might be what you're looking for.
The Eibachs + GR-2s are going to be stiff by comparison to your existing setup (why aren't you replacing strut tops?), and the Tanabes are likely to be far more stiff.

The top hats are going to be replaced with 99-01 Impreza. The Eibach springs are ones for the Impreza not the Legacy. Sorry I forgot to mention that. I didnt know that they were going to use the Impreza springs until this morning when I came in. I am going to give RalliTek a call tomorrow about spring rates & adjustability on the Tanabes. The last thing I want is for my car to be too jarring and slammed to the ground.
