My left turn signal appears to speed up and slow down in proportion to the speed of the car. The right turn signal is normal. The indicator lights both work. Does this indicate a bad flasher?

I'd go ahead and replace the bulbs as this is the cheapest and easiest possible fix. Otherwise you could have major electrical searching to do :(

do you know for sure that the signal on the outside is doing what the indicator on the inside is? (are they in synchronus?) It could just be your indicator, however that's unlikely.

+1 for what Fibuz said...its the first and easiest troubleshooting step

Also, check your fuses...there could be a partially blown fuse or something...ooberdoob can tell you horror stories about what a blown fuse did to his electrical systems. It could be that, the faster you go, the more current is readily available, and it could bring your turn signal's speed up to normal instead of lagging. Just a guess.
