Well, Im trying to get my Legacy on the road and Im having a few electrical gremlins. My running lights are on all the time(as soon as the battery is hooked up). The dash lights and headlights work normally with the switch.

Edit: Im guessing some ahole has rigged the wiring on this thing... I just got to find where he ran constant power to just the outside running lights. I just need to start thinking redneck so I can figure out where he put this rig in. Can anybody think where it would be easiest to do this?

The running light switch on the steering column is off? Pictured under the date here:

Yep, switch was off, I found where there was a burnt up wire and someone had spliced in directly from the battery. The headlight switch seems to be going bad(had to play with the dimmer to get the dash lights to work). Guess I will need to order a new one. There is also a relay missing in the main fuse box in the engine bay and in its place a modified butt connector that is connected to a ground(by ground I mean a bare wire wrapped around a fender bolt). The diagram on the cover says A/C relay, but there are like 4 of them? Also has some hacked wiring on the radiator fands. Im assuming he tried to get the fans to stay on all the time? I guess I will probably be finding out more as I go along.
