ive heard that you have to replace the cylinder head bolts
is this true or can i use the old ones without worries?

I've heard all kinds of conflicting opinions, for a daily driver I'd probably just re-use them. If you're building for forced induction then definitely get noew ones, or even better arp studs.

I'd hate to be negative here, but you're already taking the time and money to rebuild the thing; I would just be sure and use new headbolts. In general, people do recommend new ones, but as far as it being a "subaru specific" thing to be able to reuse them...I don't know.

I reuse them all the time at work. if your planing on building a motor then i would replace them.

I re-use the head bolts on my eclipse engine and it runs at a 10:1 comression ratio. then again, im still getting the kinks out of it.

Subaru FSM's generally recommend reusing the bolts - you can clean them up, or get new ones.
