I have a 1998 Legacy Outback and I want to modify my grille, I have two things that I want to do, color the emblem, and paint the chrome around my grille. However, I'm having trouble taking off the grille, I can get the four clips up top but I don't know how the bottom clips work.
Also, if the chrome isn't screwed on should I just not worry about taking off my grille?

The bottom clips there is no real way to take them off. Unfortunately you break them to get the grill off. The middle piece is probably held in with plastic tabs that have pushnuts holding the tab to the outter trim piece. Another tricky thing to remove without breaking.

You don't have to break anything to remove the grille. Flat head screwdriver will help to release the tabs, and it's not difficult. I removed headlights first, that seemed to make it easier.
Chrome is painted on, not an overlay.
