Steering Wheel Shutter

My steering wheel is starting to shutter when i make slow tight left hand turns, eg. pulling into a parking space. Anyone have any suggestions whats going on? I've heard the the inside of the power steering hose are known to calapse and cause this.

Is your power steering fluid level low? That caused such a shutter on my car when it developed a leak in the reservoir...
