No such thing without going to a standalone ECU, unless Rallitek's PP6 ECU has launch control...
The NA subaru's are undertreated (and probably rightfully so) by aftermarket ECU companies.
However, Motec, Haltech, Autronic, Link etc all produce ECUs that are capable (in varying degrees) of controlling the car.
The "chips" that you buy (like Gizzmo, Syms, TommyKaira) etc are all specifically made for JDM or Pacific rim vehicles - boosted.

obd1 pre 96 can be chipped. but standalones need lots of tuning unless you can find pretuned maps for your applaction. some are plug and play using the factory harness. some require lots of wiring.
heres a list of standalones that have launch control
autonic sm2, aem ems, haltech e6h/e6k/e6m/e6h, motech m4 clubmen/pro(its optional), motech m48 clubmen/pro(its optional),motech m8 pro, motech m800.
standalones can cost $1000 to $2500 depending on brand and options

I have to ask, why would you need launch control on a 96 L?

I am in the process of building a 2.5 block with 2.2 heads, p&p with a set of delta cams

You still wouldn't need launch control for that.
