ABS inop... But no light???

I drive a BD 96 L 2.2 sedan, and my ABS isn't working. I know I have it because I've seen the canister thingy under the hood. but why if it is not working(all 4 tires will lock up) then why is my ABS light not working???

Does your ABS light turn on when you start the car? It should turn on and then switch off.

check the fuses see if they're blown.

the fuse is good. but hte light does not come on when I first start the car. I dont understand.
