how can you tell if you have the california model and whats the dif on a 95 bk?

Emissions, it's based on the VIN# and the sticker on the underside of the hood.

all subaru's are ULEV. so they can pass cali standards and dont have to worry about making diff one for everyother state.

Nope, that's incorrect. Early model Subaru's are NOT ULEV, nor are they all specc'd to meet the CARB standards.

I'm not sure when, but I do know that if you are looking to buy a replacement catalytic converter, many of the parts suppliers will ask if your car is CARB spec'd or federally spec'd.
I had to check with Subaru America to be sure about my 98 BD, which was manufactured to fed standards, not CARB ones.
