JDM Momo Airbag help needed

I just put in a 97 JDM Momo steering wheel in the 99 Legacy GT. I had to relocate the cruise stock as the new wheel did not have it, no biggy, now the problem I have is the airbag, they are very differnet. the jdm version looks like it has the controls in the acutal wheel, whearas the USDM had the airbag computer underneith the center console. I'm wondering if I can wire the US airbag straight to the JDM one. Has anyone done this? My concern is I splice it in connect the battery and the airbag goes off, and the JDM wheel is useless. Check out the pics, I have labled the various wires.

are you missing something from that wheel? normally there is a plastic white covver thing, i've heard it called the ignitor, or explosive charge it bolts to those 4 bolts every suby airbag i've seen had one of some size...this looks really foreign to me..

I just took a JDM wheel similar to this but with red stiching, and pluged it right into my 98 outback wiring harness, airbag controller etc and everything works fine, no lights.
