Well I was looking at a set of wheels that are 17" x 8" with an offset of +42. The plan would be to use a 245/40-17. Can get the fenders pulled to fit these or will I have to do something else to fit these to my 2001 Outback Wagon BH chassis?

You should be fine.
I have 17x8.5 +35s on my BH with 215 45s plenty of room in the rear, fronts you may have some scrubbage. Of course I'm on tein flex too, so that may change things a little. You may have to run a smaller profile tire, such as a 225 to clear the coil buckets.

I already run 225/60R16 tires on my 2001 Outback with my Bilsteins no rub, so it's possible that I may not be affected right. But then again those 245s are still really wide, I'll probably stick with a 225 or a 235 for the rims I get.
Could show a picture of yours?
sure.... that was prior to alignment, my front is now slightly cambered in and my rears aren't nearly as cambered in
