Power steering pump locking up??? ....

ok, so i figured out why my drive belt squeaks at random times. when i turn my wheel all the way left or right, i get belt squeak. i had someone do the turning while i stared at my power steering pump pulley in disbelief... the pulley just locks up when the wheel is turned sharp either way. just dead locks up... which in turn causes the drive belt squeak and will ruin my belt. but thats not a big deal... the question is what is causing the p/s pulley to lock up? the p/s pump sounds fine when not turning or when turning slightly so i dont think its the pump. has anyone had this happen before? could it by my p/s hoses or my rack (i hope not)... ?

Get your car up on jack stands and check the tie rods, where they enter your steering rack. Are the dust boots ripped or torn? If they are, is fluid coming out of them?

I'm not sure that a leaking rack would cause a lock up of the PS pump, it's all I can think of that you could check without going to a shop. =\
