How many cats does it have? I noticed only one O2 sensor so does that mean there is only one? Also when I get the new exhaust will I need to get a mid pipe to go with the HF cat? Its going to be a Borla header, Stromung HF cat, and Borla cat-back exhaust. With that setup will I need a mid pipe and if so where will it go, between the cat and header or cat and exhaust?

Your car either has 2 or 3 cats depending on where you are. When I bought my Legy From San Diego, it had 3.
The Mid pipe would be between the cat and the Axle back I assume

I think mine originally came from South Dakota. If I only have one O2 sensors then do I really need more than 1 cat?

Doesn't matter where it came from, what matters is what spec it was manufactured for.
If it was manufactured for CARB standards it'll have 3 cats - the first one will have both O2 sensors up near the front, front O2 pre-Cat1, rear O2 post-Cat1.
Then there'll be Cat2 sitting close by, further downstream. Then Cat 3 in the mid-pipe.
If your car was manufactured for Federal standards it'll have 2 cats - Cat1 in the same place, Cat 2 further down. The rear O2 will be POST-Cat2.

If I'm not mistaken, and I don't believe I am, my third "cat" was a perforated core resonator, shaped like a catalytic convertor.
Your results may vary.

I am not sure about the states but in Canada the leggys came with 2 setups.
Pre 98 = Header -> 1st o2 sensor -> 1st cat -> 2nd o2 sensor -> resonator -> resonator
98+ = Header -> 1st o2 sensor -> 1st cat -> 2nd cat -> 2nd o2 sensor -> resonator.
once again not sure if its the same down south.
