Anyone know if this chip is worth it?

Saw this and was wondering if it was worth the trouble or if it was a waste of money and is completely junk. Supposed to get better gas mileage and 50+ more HP. Supposed to be more higher end HP and more lower end TQ.

It is a fancier version of that resistor they used to sell that mucked with your Air/Fuel ratio to make it run lean(?).

The statement at the bottom sounds like a California politician = run away!
