Torque setting for camshaft bolts..20Nm?? surely not!

The caps which hold the cams to th ehead on a 95TT (three caps, two bolts in each). In my manual it says they should be tightened to 20Nm. surely such a small dia bolt into a alloy head is gonna strip or snap? is this right?

My bolt snapped after thinking it wasn't. Follow the newest manual.

sound right to me for the rear two caps, 20nm = about 14.8 ft lbs. but the front cap was only around 8.5nm (6.2ft lbs).
ill see if i can find my fsm tonight
