I am looking into buying a 2005 Legacy Gt with 32,000miles.

I will have roughly $3,000 to play with after purchase.

I would like to dyno at at 250-300awhp.

Can someone set me up with a mod list for under 3,000?

I would like to run

-Cobb access port
-Intercooler, bov
-Cobb lowering springs

Based on helping do the local install of parts and then seeing the results of an ECUtek dyno tune on a friends 05 LGT (back in 2006):

Up pipe, down pipe
catback exhaust
Upgraded turbo
fuel pump and injectors
tune

The TMIC is shown to be perfectly fine for 300whp, and the intake doesn't affect things as much as people imagine - a good filter is more important.

The Cobb AP is only useful if you continue to build, otherwise the ECUtek is fine as the stock ECU is quite capable.

The factory BOV is fine - it's a recirc one and is more efficient than a vent to atmosphere unit. It retains that "sleeper" effect and avoids creating a skank whistle out of the car.

BTW, springs won't get you 300whp.

I have a friend here running 270 at the wheels with the setup I listed. Bigger TMIC is good for maybe 15 of that. More importantly don't skip out on that tune or else it will all be a waste.
