It says it's not specifically for Subaru, but it looks like it'd work
Or will this be my best bet?

I guess it depends on what your looking for. What do you want the tool to do?
It's really the cable that I'm interested in, since I'll be using RomRaider with my car. I do like the second of the two, though. Will it work with my Outback? I don't see why not, but I want to ask before I buy it.

To use romraider you'll need a tactrix cable...not sure how much use it will be on your car though, afaik you won't be able to reflash the ecu with it.
A tactrix cable?? what's that?

uhh, what exactly do you hope to achieve with RomRaider?
A tactrix cable is the cable you use with RomRaider, also called an OpenPort cable, I have no idea if any other cables will work with romraider, but I doubt it.
So what's the difference between a tactrix cable and a...um...non-tactrix cable? Sorry about the ignorance, but I just don't know these things (yet).
And as for what I'd like to achieve with RomRaider, I'd like to eventually snag the turbo setup off a Legacy GT of similar vintage. With RomRaider, I'd like to make necessary tuning changes to the ecu to get the most of the turbo.
Just bought this cable last night:

Are you expecting to get a 2005+ LGT engine + ECU?
Because you said "vintage LGT"...
No, I'm thinking of a BE/BH. It should be easier since basically that turbocharged setup was available as an option with my car.

Uh, no it wasn't. Not in the USA.
The BE/BH only came with a 2.5L flat four or a 3.0L flat six engine.
No boosted engine.
The only BE-related vehicle that has a boosted engine is the Baja.
You might want to do some research on cars101.com
Hmmm...that throws a wrench in the plans.
Well if I'm pretty much going to have to custom fab my own turbo piping and oil feed system and the like, then maybe I'll deviate from the classic Subaru-top-mount-intercooler and go with a front mount system, then. I've heard a lot about the disadvantages of that kind of system (namely, limited air flow to the intercooler, but there were others).

How is that related to your current thread? FMIC setups do not belong in the Electrical section.

Ok, so:
1. That cable won't work with RomRaider, you need an OpenPort or Tactrix cable. 30 seconds on google or romraider.com will give you all the details you need.
2. RomRaider cannot be used to flash the ECU in an Outback unless it is an 05 or 06, and you definitely cannot install the turbo from a GT motor on your NA motor and expect to make it run off the original ECU.
Basically, before you waste any more money you need to do some research in the aftermarket forced induction and swaps & conversions sections here and on nasioc to get some idea of what will and won't work.
Here's how I see it:
#1- I got impatient and I just want to be able to read diagnostics for the time being.
#2- And I don't want to reflash with RomRaider, just make adjustments afterwards.
I guess I should've cleared that up, sorry.
