Nope, not unless they are non-stock and will clear the larger brakes. Example from cars101.com:

95 Legacy L
power assisted 10.2" front disc, 9" rear drum
14" steel wheel with hubcap, 185/70sr14

98 Legacy GT
Front: heavy duty vented 10.7 disc with dual caliper piston, Rear: 10.5" disc

so some places will sell 14" steels that will clear my brakes? I ask because i have 14" snows from my old car that i would like to reuse.

It's going to be hard to find something that fits. Rally wheels will probably fit, but the issue is that the rear brakes are 1.5" BIGGER.

I would sell those tires to someone locally and get some nice new 16" snows.

i have 14" steelies and rear 10.1 disk breaks in fact i have of 14" steelies i am wanting to be rid of
if i get my replacement crank pulley today, then i'll test fit the 14" wheels over the 10.9" 2pot gt front breaks i got from huffer to see if its worth your time, i doubt it becasue i think that the that the front L brakes took up all the space in the 14" wheel

i didn't get to the brakes today, sorry i was lacking an assistant to help me so i just what was needed to get back on the road. :(
