Slight sag in 97 legacy L

Ok so to start the car had a sever exhaust leak for about a year before I got around to rebuilding the header, about a week after getting the leak fixed the car has a sag in acceleration between 1900 and 2900 after a few miles and it surges at idle once warmed up. there are no codes and I cleaned the maf sensor already. has anyone else had this problem? I'm leaning more towards the 02 maf or knock sensor but I cant get a scanner til next week. if anyone has a little insight I'd appreciate it. btw my mpg went from 25-26 to 18 :cry:

ok so years later I can say that i did find out what the sag was. it was the cold air intake on the car the filter was too close to the maf. so i made the intake a true cold air and that fixed the problem
