will 98 era Impreza Folding mirrors fit my 98 Legacy L wagon ?? the stock mirrors don't fold...

No. The bases are different.

JDM Legacy mirrors fold, but the glass is wrong.
USDM pre-97 mirrors fold, but they're not power-folding.

My 96 doesn't have folding mirrors- So I don't believe they all do.

I really need to go to a junkyard and pick an extra set up. Then I can make some rally pod style mirrors using the junkyard bases... :smt007

There are both folding and non-folding USDM legacy mirrors, I believe all of the 95s are folding, 97+ are non-folding and 96 are a grab bag.

The JDM power folding mirrors can be modified with USDM folding bases, but you'll need to also modify the circuitry inside the mirrors that controls the fold angle for them to work properly. I have done the mechanical side of mating the JDM mirrors to the USDM folding bases, but not the electrical.
