Is there a quick and easy way to make the foglights on a '96 independent of the headlights? I assume the power for the relay that controls them comes only when the headlights are on, and then is cut when the highs come on. I would like to just have them controlled directly by the switch, regardless of other lights.

Ok so I coudn't really find anything useful fast, so I just decided to see what I could find. I pulled the switch out and probed all the wires. One of the yellow/blue wires went from ground to 12V when the high beams switched on, so I just grounded it and the fogs stay on with the high beams now. Next thing to do would be give the power side of the relay switched 12V instead of lights-on power. I didn't know what relay it is, but I can find it since I can hear it snap on with the fogs. Also, my LED on the button does not work, so I need to figure something out with that too.
