Installed new fuel filter but there is a problem

As stated above I installed a new fuel filter. The problem I am having is when I do a cold start it is taking much longer than normal to start. I have checked the conection and all is well and the in and out are hooked up correctly. It is a NAPA fuel filter so I would think it is a qualith item. What could be causing this?

Or pressure regulator is leaking (either back to the return or into the engine)
