Malfunction Indicator Light not coming on

So I just recently picked up a 97 Legacy 2.5 GT and I had to get it emissions tested, it passed the the emissions test but failed overall because the Malfunction Indicator Light (MIL) won't come on (I guess it is necessary to prove it works here in VA). I don't have any other issues with the car and I am unable to figure it out, I will try and see if it is the bulb or a fuse, but so far no luck. Any ideas?

Does it come on when you start the car? Like when the light check happens?

Unplug an O2 sensor and start the car, that'll make that light come on. If not.. bulb is dead.

Thanks for the responses. I went in to check the bulb and it wasn't even there. Turns out the PO took it out because the light is always on. Ran the codes and it is a bad O2 sensor.
