i was checkin the options foir sway bars for my car. only question i got is what is better? 18mm-22mm?

I'm runing a 22mm front adj and a 20mm rear adj on my car.
Your car comes OEM with a 19mm front and a 15MM rear.
It all depends what you want it for. Street or autoX?

The bigger=stiffer and the stiffer the bar the more it is going to affect the handling=better grip, more over-steer/less under-steer but you probably dont wana go past 22mm to 24mm on a steet car.
are u going to auto-x, race, or track the car or do you just want it to handle better on the road?
I would suggest the whiteline 18-20-21mm adjustable one from www.boxer4racing.com (http://www.boxer4racing.com) that way if 18mm isnt enough you can go up without having to buy another bar.

The bigger=stiffer and the stiffer the bar the more it is going to affect the handling=better grip, more over-steer/less under-steer but you probably dont wana go past 22mm to 24mm on a steet car.
You are full of assumptions and misinformation. A stiffer/firmer bar isn't going to directly increase grip.
It depends entirely on the application!

^+1 stiffer sways pretty much = more tail slide.. but as said before depends on application.(ie tires,suspension,endlinks,sways) they are all variables...

i wna make this legacy a rally cross car. im not nesacaryly goin race in rally cross but thats the theme i want. what would be the best suspension mods to start me off?>

swaybars and keep your stock struts/springs.

A stiffer sway keeps the inside tire in better contact to the road in proportion to the outside tire, and playing with different front and rear setups influences which tires are in better contact with the road, this can help control under steer/over steer and improve handling

to start with this would be ok
I think you should realize this but DON'T LOWER THE CAR lol
you could also try to find some stiffer STOCK HEIGHT springs. the ultimate would be gravel spec coilovers if you wana spend 3 grand +
don't get bigger rims either stick with 15's or 16's

This is assuming you're still allowing some indepent suspension travel in the springs as too big of a swaybar will end up making the right and left tires constantly connected, essentially a solid axle-type suspension. You'll only end up skittering across the road at the slightest perturbance during mid corner.
Also, while the general assumption is that a bigger swaybar on an AWD car will give more understeer, do you know why it can actually lead to MORE oversteer on a subaru?
it's things like these that can make or break tuning a suspension properly that make wide-ranging generalizations a bad idea.
