welcome to SLi. I am a relatively new member as well.
Just to let you know, the first thing I was asking about was more power and unfortunately for us N/A-ers it doesn't come easy or cheap. Put this against the mileage and age of some of our cars and it gets even worse. It is still fun to upgrade and poke around with Subaru's though, so I recommend suspension, exhaust, and an intake. That's about all I have messed with so far on my car.
I drive a 99 LGT and my parts list is as follows:
Ebay intake with K&N cone filter
Borla SS header
Stromung SS Axle back exhaust
STi Rear sway bar
Kartboy front end links
Rota SDR 17" wheels
R1 Concepts front rotors
Hawk Ceramic front pads
KYB GR-2 struts
I would be happy to answer any questions about anything I've done to my car that you might want to consider for yours.
Welcome aboard
Jason

welcome to SL-i, and I am sure if you snoop around a bit you'll find all sorts of things to do to get more power, just dont expect too much power from the 2.2 NA, if you wanna go for big gains start saving for a turbo. But you can get it to do some decent pulls on the quarter or handle better if you prefer. A lot of the parts for a 2.5L can be used on a 2.2 with minor mods. But if you wanna know the exacts on what to get look into PMing the ower, Reason, he drives a 98GT w/EJ20 so he can help you out a lot, I've personally seen what he's done and it aint half bad.
but on that note I might as well add my mod list since rudgers had:
Engine:
NGK 8mm Spark Plug Wires
NGK IridiumIV plugs
Weapon R CAI (cold air intake)
Hyper Voltage ground wire kit
OBX Racing 4:1 Race Headers
OBX Hi-Flo Cat
Custom 2.25" Cat-Back Exhaust
N1 Style Muffler
and then a bunch of stuff I wanna add as well.....bah, you can just find my ride page i dun wanna take up space on what I wanna do haha. dont forget to make a ride page for yourself too, and pics are a must (at least 1 of it so we can see ^_^)

i want to make it a AWD or even RWD but then i'd be out a car for a while and seeing as how this is my daily....that would suck haha.
idk i almost wana get a 2.5 and just rebuild it. and to answer the other question.....price range is low haha like between 500- and about 1k. i know...a real budget build
with $500-1K you could easily do a nice CAI/full exhaust set up

Pfft. For that kind of dime you could do 3 exhaust setups.
Problem with this car is, it's still FWD.

Good choice - with the FWD L's lighter weight and less drivetrain loss a 2.5 might be quite fun - that's a combo that Subaru never built here, FWD 2.5.

Or anywhere for that matter!
Welcome to the club. N/A power can be fun, I love my N/A RS, but I love my turbo'ed EJ25 Legacy Outback a lot too. I'm not gonna whore up this post with a mod list but if you want some info on my engine build click the blue link in my sig.
