Fuse #15 - Help!

The problem in general:
Legacy 98 2.0
Blowing fuse #15 when ignition switch is in contact position.
Checked: alternator,relays,connectors related to FB-20 and FB-22.
It seems that the short circuit is in FB-22
The strangest thing is - the problem disappears by itself. For now everything is OK, but nobody knows when it happens again...

fuse 15 is the heater circuit, (blower motor, controls, fresh/refress motor) does the fuse blow if you dont have the heater fan on? what i would check first is the blower motor resitor, and make sure theres no short in it, after that i would suspect the blower motor or relay
