I do believe it's time for a valve adjustment I brought my car at 198,065 and I now have 207,Xxx at idle the car will tick but it's louder with the A/C on.. and sounds the same when on the throttle.
from what I understand the 95 Legacy used hydraulic lifters?

Those should be an hydrualic lash adjuster, you can't adjust those.
Pull your rockers and remove the lifters(lash adjuster) see if they compress
and spring back if the dont spring back replace the lifter as needed.
or try to bleed the valve at the check ball and fill with oil. if still no luck replace them.

If it is ticking then they are hydraulic. Very common to have a tick when they start to fail. There are several common reasons they fail though. Oil pressure, oil system leaks, carbon build up. If you find that they are bad I do have replacements for a fraction of cost. Brand new lifters for about $10.00 ea.

How hard is it to check them? I've just been so busy during the week and weekends I just have not found time to really check.
*edit it's hard to hear while driving because of the air I was think under the hood it would be louder on one side then the other.

double inspecting tonight it seems the sound is coming from the passenger side header which has a leak in it.. something that causes the engine under load like idle with the A/C on will cause a sound just like a lifter. However I wonder given the miles should I replace them anyways?
Also I see if I go that way the driver's side must be a pain in the ass to get the cover off?
