Its pretty basic to install. Heres one for an STi. Seats and seat belts on Subaru's are pretty similar.
"Ok, I have done this exact thing. What you need to do is this:
1. Take out the rear seats. There will be a bolt that holds the left rear passenger belt in, replace that with eyebolt. Do the same for the bolt that holds the seatbelt clip in.

2. Pop off the plastic piece on the back right corner of your driver side seat rails, replace that bolt with eyebolt. Plastic piece will NOT fit back on.

3. Remove plastic doorsill trim in both front and rear, then remove the B-Pillar trim covering the seatbelt, replace the bolt holding the bottom of the seatbelt with your last eyebolt. Replace all interior trim.

Now, having said that, please, please do not use this on the street. You will be putting yourself in grave danger if you do. ....Professionals have there mounts welded the car"

Good luck.
P.S. harness are illegal in most states.

Yes you can still reuse your factory belt. Most guys install there harness on top of there factory belts to they can use either or and not get hassled by the cops.
Realistically if you bolt your stock seat belt is attached to factory mount points, wouldn't the aftermarket harness that is also bolted to your factory mount points yield the same strength / reliability as the factory belt.
I wouldn't worry about going through the windshield, the professional comment is intended for well.. Pro's, I doubt you will achieve the level of G's to toss your body through the windshield.
