Do bd legacy's come stock with a lower front tie bar and a lower rear tie bar? Where are they located under the car?

Sway bar and a tie bar are not the same thing.
An (anti-) sway or anti-roll back is a torsion spring designed to reduce body roll.
A tie bar runs between the attaching points for the lower control arms (usually) to prevent deflection and chassis flex in that area. Its kind of like a strut tower bar (sort of), but it goes under the car.

That's off a Honduh but you get the idea hopefully.
That being said, I don't beleive there is any Subaru that comes stock with a tie bar front or rear.
