Remove the mirrors. Trace the mounting side and then cut out a piece of rellyarmor type plastic and use silicone to seal it!

You can probably unmount the mirror from that plate (three screws on the bottom) and then cut it down, use some body filler and paint those pieces to fill the old hole.
What year are you doing this on? I might have one or two of those pieces around as I swapped OB mirrors onto my Impreza so I didn't need those.

I've seen them mounted on the forester fender (SF). Kinda funky to me, I only seen them on the jdm pass side fender

Found the mirror plate i was talking about earlier if you want it for experimentation. It's from the 00-04 generation.
This is a passenger one, I think I threw away the driver side as I had to cut it for removal, not that that would have mattered for you.
