New Battery No juice?? 1999 OB

Went out for a short drive today to the grocery store and came out 45 minutes later and it was hard to start, like the battery was weak but it still had enough to kick on, the battery was kinda old so it was about due for a new one. Got home and 3 hours later went to leave and it was dead, had my sub neighbor try jumping me and no luck barely tried cranking, so i got a new battery now nothing works but the door locks with the fob and the little beep when i put the key in the ignition, no windows, no horn, no headlights, no dash lights etc. all visible fuses are fine, 12.45 out of the new battery right to the starter so I'm kinda stumped. thinking maybe the ignition switch but that doesn't explain why my horns don't work. :

I say cut back some of the sleeving on the terminal cables & inspect condition ... could be time for new positive and negative cables.

Figured it out guys, it was the black fusible link in the bay fuse block, strabge symptoms but borrowed my neighbors off his leggy and it worked like a charm!
