Who is our in house wiring guru?

Had a couple questions about getting the speedo to work on a automatic to manual conversion. Ive been screwing around with this for a little while.
    Ok question numbro uno.
This is signal FROM the cluster TO the ECU, and not the other way around correct? Notice the connector is A10 at the cluster.

Ok now look at this diagram

A10 has (what im assuming is) a pull up resistor. When i look at this diagram i see that the speedo has:
    key-on power (c11)
    Ground (b1)
    Vehicle speed sensor (2,3)
With all those connected the tach should work right? The speedo wouldnt need a ECU signal and a VSS signal would it?
I know im getting power and ground because the tach works and they run on the same circuit.
    The trouble shooting section says

    no vehicle speed code:
    Does speedometer work?
Yes: check wiring between cluster and ECM
No: check vehicle speed sensor number 2
So this tells me 1 thing: that the ecu doesnt drive the speedo right?

Sooooo Why the F doesnt the speedo work? What could i possibly be missing? A broken speedometer maybe?? Bad vss? i triple checked my wiring. So its solid.
    Any thoughts?
