Yes the gauges sweep.
You can turn the sweep on or off by hitting the trip odometer reset button while the key is out of the ignition.
So if yours doesn't sweep, it's been turned off and you can easily turn it back on

Are you certain that it doesn't have fog lights? I thought all special editions had them.
And again are you certain it doesn't have heated seats? I also thought special editions got those

My 06 is Canadian spec and every model had heated seats and windshield standard.

And once you have the car I'd love to see your '99 with the '06 rims and the '06 with the BBS's I bet that would look good on both cars.

The seat belt chime is easy, key to on position and buckle and unbuckle belt 20-30 times
