I would suspect either a vacuum leak (28 year old rubber hoses and all), or the carb itself needs to be cleaned out/tuned up.

Unfortunately, I do not have a whole lot of personal experience with carburetors, but the symptoms you describe seem to be somewhat "common" with older carbed vehicles.
